The full process in six steps

① Registration (iscrizione)

Apply through a driving school (autoscuola) or independently (privatista) at the Motorizzazione Civile. You file form TT 2112 and pay the PagoPA fees. Independent candidates arrange the paperwork, the car and the supervising driver themselves.

Tip: check that the name spelling on your permit/ID matches your tax code.

② Medical check (visita medica)

An authorised doctor issues the medical certificate (certificato medico), usually valid for 3 months. Declare eyesight, colour-vision, epilepsy, diabetes and similar conditions honestly; a specialist check may be required.

The medical certificate needs a revenue stamp (marca da bollo); bring photos.

③ Documents and payments (documenti e pagamenti)

Typical documents: valid ID, tax code, residence permit (or renewal receipt) for non-EU citizens, two white-background photos, medical certificate, form TT 2112 and PagoPA payment receipts.

The local Motorizzazione's current list prevails for documents and fees.

④ Theory exam (esame di teoria)

Taken on a touch-screen computer at the Motorizzazione: 30 true/false questions (V = true, F = false) in 20 minutes, with at most 3 errors; the fourth error fails the test. Unanswered questions count as errors.

If you fail: at most 2 attempts within 6 months, at least 30 days apart.

⑤ Practical test (esame di pratica)

After passing theory you get the learner permit (foglio rosa), valid 12 months; you may book the practical test after at least one month. It has three phases: vehicle preparation, at least two manoeuvres (including reversing) and at least 25 minutes of driving in traffic.

Taking the test in an automatic car adds code 78: you may then drive automatics only.

⑥ Collecting the licence (ritiro della patente)

After passing, the Motorizzazione issues the licence; non-EU citizens usually must show the original valid residence permit when collecting it. Check the expiry and renewal (rinnovo) date: driving with an expired licence is sanctioned.

On collection, check name, date of birth, category and restriction codes (e.g. 78).

Documents you will need

  • Valid ID (carta d'identità / passport)
  • Tax code (codice fiscale)
  • Non-EU citizens: valid residence permit, or renewal receipt (check local rules)
  • Medical certificate (usually valid for 3 months)
  • Two recent white-background, bare-headed photos on non-thermal paper
  • Form TT 2112 and PagoPA payment receipts
  • (If required) revenue stamp (marca da bollo)

How the costs break down

Official fees are only part of the total; driving-school, medical and practice costs vary most. The figures below are public reference values; the Motorizzazione/school quote prevails.

Cost itemEUR
Motorizzazione fees (PagoPA)about €26.40 + €16Registration/exam and licence issuance, paid with the current PagoPA codes.
Revenue stamp for the medical certificateabout €16The medical certificate usually needs one revenue stamp.
Medical examinationabout €50–€100ASL, authorised doctor or a school-affiliated clinic; prices vary widely.
Driving schoolabout €300–€800+Theory lessons, practice, paperwork and exam accompaniment; hours and city matter.
Extra costs as a privatistaCar, supervising driver and practice costsIndependent does not mean free: a compliant car and a qualified supervisor are required.

Ten common failure reasons for Chinese-speaking candidates

These are language and exam-habit issues, not ability issues. Check them one by one.

  1. Confusing diritto (right/straight) with dritto (straight ahead)
“Vada dritto” means go straight; “a destra” means turn right.
  2. Mixing up sosta and fermata
Sosta is parking; fermata is a brief stop. The prohibition signs differ in strictness.
  3. Memorising Chinese mnemonics without reading Italian
The exam is in Italian; if you cannot read the keywords, mnemonics will not save you.
  4. Missing negatives non / mai / vietato
A single non reverses the meaning in a true/false question.
  5. Treating priority as “I always go first”
Precedenza is a rule-based right of way, not speed or vehicle size.
  6. Reversing roundabout rules
Generally yield to vehicles already in the roundabout; follow signs and markings.
  7. Mismatching speed limits and road types
    Urban 50, ordinary extra-urban 90, dual carriageway 110, motorway 130 km/h (good conditions).
  8. Using a fixed two-second gap in rain or at night
Increase the gap in rain, fog and at night; questions ask whether it is sufficient.
  9. Confusing “may park” with “may stop”
Divieto di sosta usually still allows a brief stop; divieto di fermata forbids stopping at all.
  10. Losing practical points on vehicle preparation and reversing
Seat/mirror adjustment, tyre and light checks and reversing must become a fixed routine.
